vi /System/Library/SystemConfiguration/IPConfiguration.bundle/Contents/Resources/IPConfiguration.xml

Look for InitialRetryTimeSeconds, change the 1 to 8 or more.
Look for MaximumRetryTimeSeconds, change the 8 to maybe 60.
